Guided by the Talents Strategy in China,petroleum enterprises are confronted with new situations in talent de-velopment.It is urgent to break down views or values and institutional constraints to restrict the development,and to im-prove the management mechanisms.So,four mechanisms on the talent training,gathering,appraisal and usage were pro-posed for the enterprises.Results show that(ⅰ)these talent mechanisms provide the path guidance and effective guarantee to build the supply chain of professional talents under the vision of strategic management of talent-thriving enterprises,and collaboratively give play to the marginal benefit increase of talent development;(ⅱ)talent training is to select candi-dates and cultivate them into talents by taking a variety of measures simultaneously such as internal and external training,and selective training.It is necessary to continuously optimize training plans,expand training modes,and perfect training support system;(ⅲ)talent gathering means to assemble talents under the premise of suitable organization and adaptable po-sition.It is essential to bring qualified people in a row through many channels,attract them via support policies,as well as serve,usher and take care of them;(ⅳ)oriented by value contribution,talent appraisal coordinates the appraisal and incen-tive,optimizes entire personnel performance assessment,consummates salary distribution,and optimizes accurate talent in-centive and reward;and(ⅴ)talent usage is to set up the vivid orientation of personnel employment,make career ladders smooth and advance the market-oriented talent flow on the basis of talent-post assembly and full empowerment.It is con-cluded that the collaboration of these mechanisms can bring robust force for talent development and talents making an en-terprise stronger in petroleum enterprises.
