油气与新能源融合发展的模式与路径

新能源的快速发展带来电力系统安全冗余降低、用海用地冲突等问题.石油、炼化等企业能耗高、碳排放量大,正积极投身新能源产业,助力实现清洁低碳转型.在多重因素的推动下,油气与新能源融合发展逐渐成为实现国家"双碳"目标、保障国家能源安全、构建新业态新模式、推进油气行业转型的关键举措,政策导向日益增强,社会共识逐步形成.从地理空间重叠、低碳安全约束、装备技术转化、产业发展互促等方面论述了油气与新能源融合发展的可行性;基于石油公司的探索和实践,归纳了六种融合发展的典型场景与模式;分析了当前面临的问题和挑战.通过研究,明确了油气与新能源融合发展的基本原则和总体思路,研判了实现路径,并从政策、市场、技术、国际合作等方面提出了发展建议.
Modes and pathway for integrated development of oil&gas and new energy
The rapid advancement in new energy development has resulted in declining security redundancy in power systems and conflicts on both sea and land usage.High-energy consuming and high-carbon emitting enterprises,such as those in oil and gas,refining,and chemical sectors,have begun to actively participate in new energy development,aiming for a clean and low-carbon transition.Consequently,the integrated development of oil,gas,and new energy has gradually emerged as a critical factor in achieving national carbon peak and carbon neutrality goals,ensuring national energy security,establishing new scenarios and modes,and stimulating the transformation of the oil and gas industry.At present,policy steer is intensifying,and social consensus is progressively forming.This study explores the feasibility of integrated development from multiple perspectives including geospatial overlap,low-carbon and security constraints,equipment and technology transformation,and mutual industry development promotion.Drawing on the experiences of oil and gas companies,this study summarizes six potential scenarios and modes,and analyzes associated challenges.Through research,the basic principles and overall approach for integrated development of oil,gas and new energy were clarified,the implementation pathway was identified,and development suggestions were put forward in terms of policies,market,technology,and international cooperation.
