Decentralization of International Organizations and Fragmentation of Global Governance Mechanisms
The decentralization policy has had a profound impact on the specialized international organizations(IOs)of the United Nations(UN).On the one hand,decentralization has increased the sensitivity of IOs to regional and national needs,enhancing the influence of IOs.But on the other hand,decentralization has also led to the formation of new power centers outside the headquarters of IOs,causing the tense relation between headquarter and regional structure.The decentralization policies of FAO and WHO have achieved different results.The reason is that the power operation mechanism,division of responsibilities,normative documents and supporting systems are all key factors affecting decentralization.The decentralization of IOs has changed the subjects and objects of global governance,undermined the leadership of IOs on global issues,and put the global governance mechanism at risk of fragmentation.
