智能时代图书馆无障碍阅读服务著作权困境及其疏解路径

摘要
文章从数据获取、数据生成和数据传输3个阶段分析智能时代图书馆向阅读障碍者提供无障碍格式版存在的著作权隐患,指出我国图书馆无障碍阅读服务面临数据采集、传输渠道建设欠缺,机器无法自动识别阅读障碍者等著作权困境.结合日本和法国的经验做法提出我国图书馆无障碍阅读服务著作权困境疏解路径,即构建基于馆际共享的无障碍格式版交换系统和无障碍格式版交换数字安全体系,并建立以残疾人联合会为主导的阅读障碍者确认机制.
Abstract
The article analyzes the copyright concerns of providing accessible format version for dyslectic in libraries in the intelligent era from three stages:data acquisition,data generation and data transmission.It points out that China's library accessible services face copyright dilemma such as the lack of data collection and transmission channels,the inability of machines to automatically identify readers with disabilities.Based on the experiences and practices of Japan and France.This paper puts forward sorting paths of copyright dilemma of accessible reading services in Chinese libraries:construct an accessible format version exchange system based on interlibrary sharing,accessible format version exchange digital security system,establish a reading disability confirmation mechanism led by the Disabled Persons Federation.
