On the basis of clarifying the attributes of university library public property and construction objects,this paper explains the triple functional positioning of achieving the public goals,expand the payment subject,and refine differential utilization of social opening of university library,analyzes the rule of law pattern of social opening of university library in the aspects of norm type,self-management right,social public rights and obligations.This paper puts forward the paths of social opening and legal transformation of university libraries:clarifying the leading right,reshaping the clause structure,constructing the appeal system and optimizing the coordination mechanism.
