摘要
文章采用文献调研法,梳理分析以联合国教科文组织、欧盟委员会、芬兰和法国为代表的国外开放科学监测实践进展,从政策、主体、平台和指标4个方面总结其经验,据此提出对我国开放科学监测工作的启示,即制定激励政策,引领开放科学方向;注重内外联动,鼓励多元主体协作;建设交互平台,共享动态监测结果;构建指标体系,规范监测工作开展.
Abstract
Using the literature research method,this paper cardings and analyzes the open science monitoring practices abroad of UNESCO,European Commission,Finland and France,and summarizes experiences from four aspects:policies,subjects,platforms and indicators.On this basis,suggestions for Chinese open science monitoring work are proposed,namely:formulating incentive policies to lead the direction of open science,focusing on internal and external linkages to encourage collaboration among multiple subjects,building an interactive platform to share the dynamic monitoring results,and constructing an indicator system to standardize the monitoring work.
