User Privacy Risks and Governance Strategies of Provincial Public Libraries in China
By constructing a user data lifecycle model for public libraries,this paper analyzes the text content of user information processing rules publicly available in provincial-level public libraries in China,and compares them with the provisions on personal information processing in legal norms to determine and analyze the privacy risks in each stage of the user data lifecycle of public libraries.And this paper proposes privacy risk governance strategies for public libraries from the perspectives of users,libraries,and third-party institutions,which includes enhancing privacy literacy capabilities,establishing collaborative consensus among partici-pants,constructing a controllable mechanism for privacy risks,and enhancing post disaster relief and disposal capabilities.
