摘要

文章指出我国读者个人信息权利救济存在救济渠道狭窄、救济效果难以保障等困境,原因在于救济规则缺失、图书馆与网络服务提供者权责不统一,以及救济机制不完善,据此提出读者个人信息权利救济机制完善策略,即推动构建读者个人信息权利救济规则体系,推动权利关联主体"权责统一",构建行政监管和救济机制.

Abstract

The article points out that there are difficulties in the relief of personal information rights for readers in China,such as narrow relief channels and difficult to guarantee relief effects.The causes lies in the lack of relief rules,inconsistent rights and responsibilities between libraries and network service providers,and imperfect relief mechanisms.Based on this,strategies for improving the relief mechanism of personal information rights for readers are proposed,which include promoting the construction of a system of rules for the relief of personal information rights for readers,promoting the"unity of rights and responsibilities"of rights related subjects,and constructing administrative supervision and relief mechanisms.
