The article is based on the logical framework of"who empowers-how to empower-who to empower"to investigate and analyze the practical characteristics of empowering community organizations to promote residents'digital integration in foreign countries.Combined with related policy requirements in China,strategies for empowering community organizations to promote residents digital integration development are proposed,namely,establish a community cooperation network and creating supportive atmosphere for community organizations;establish sound approaches to empowering community organizations and strengthen the digital inclusiveness of communities;develop effective adaptation standards for teachers and students to meet the digital integration needs of residents;build a comprehensive community information platform to facilitate the sharing of digital inclusive services.
