The paper constructs user privacy literacy evaluation index system on open government data platform from four dimensions of privacy awareness,privacy knowledge,privacy management ability and privacy protection influence,including 4 first-level indicators and 19 second-level indicators,and carries out empirical study taking the college student users as an example.The empirical study shows that the overall privacy literacy of college student users on open government data platform is in a good condition.The survey respondents perform best in privacy protection influence,the privacy awareness and privacy knowledge are at a good level,and the the privacy management ability needs to be further strengthened.On this basis,paths of improving user privacy literacy are proposed from three levels of society,platform and user.
