Creation of Rules for the Use of Copyright Works in Libraries:On the Localization Development of Controlled Digital Lending(CDL)
As a rule for the use of copyright works in this industry initiated by libraries,"Controlled Digital Lending(CDL)"demonstrates the initiative efforts of American library community to create rules for the use of copyright works based on the DMCA framework.There are three motivations for creating CDL:significance to digital transformation of library,copyright restrictions on the utilization of digital resources,and the hindrance facing the large-scale digitization process when library cooperates with the Internet service providers.The localization CDL in Chinese libraries can seek legitimacy paths from both legal and market perspectives.In this process,the library industry needs to adopt corresponding response strategies based on the characteristics of industry development.
