联合国教科文组织开放科学政策及其启示

为了解联合国教科文组织(UNESCO)开放科学政策及其特征与效用,利用扎根理论分析法对16份UNESCO开放科学政策进行文本分析,发现其政策体系包括开放获取政策、开放教育政策、开放合作与创新政策、开放科学保障政策、开放科学激励政策、开源软件和源代码政策6个方面,由此形成了比较完善的开放科学政策体系,且在引领各国开放科学政策制定、提高全球开放科学认识水平、推进开放科学基础设施建设方面发挥了关键作用.借鉴UNESCO经验,我国应建立健全开放科学政策体系,加强开放科学基础设施标准建设,构建开放科学评价标准与指标体系,发挥图书馆在推动开放科学中的独特作用,以推动我国开放科学实践的发展.
UNESCO's Open Science Policy and Its Enlightenment
In order to understand the UNESCO's open science policy,its characteristics and effectiveness,this paper analyzes the texts of 16 UNESCO's open science policies using grounded theory analysis.It is found that it includes six aspects:open access policy,open education policy,open cooperation and innovation policy,open science guarantee policy,open science incentive policy,and open source software and source code policy,thus forming a relatively complete open science policy system,which has played a key role in leading the formulation of open science policies in various countries,raising the level of global awareness of open science,and promoting the construction of open science infrastructure.Drawing on the experience of UNESCO,China should set up and perfect the open science policy system,strengthen the construction of the standard of open science infrastructure,set up the evaluation standard and index system of open science,and give play to the unique role of the library in promoting open science,so as to promote the development of open science practice in China.
