Textual Representation of the Practice of Constructing the Corporate Governance Structure of Public Libraries in China:A Study Based on the Charter of Public Libraries
In the context of the development of corporate governance structure,the charter is the fundamental regulations for public libraries to streamline internal and external relationships,and establish decision-making and management systems.Based on official website research,this study examines the charters of provincial and municipal public libraries in five provinces of China.It analyzes the performance and design of corporate governance structure in the charters from four aspects:organizational goals,operational structure,generation of chairperson of the board of directors and library directors,and operational norms.It identifies the following questions in the design of corporate governance structure:the organizational goal is incomplete;the separation of management and office needs to be deepened;the supervision mechanism needs to be further completed;and the information communication and feedback system needs to be strengthened.It recommends optimizing from four aspects:deepening organizational goals,enabling the board of directors,amplifying supervision mechanism,improving institutional construction,and strengthening the information transmission mechanism.
