摘要
社会理事所具有的"双重"身份使其在公共图书馆理事会中发挥着特殊的作用.为进一步探究社会理事参与公共图书馆法人治理的现状,通过四川省第七次县级以上公共图书馆评估数据,对四川省公共图书馆社会理事成员的占比情况、产生方式、来源结构等进行分析.研究发现,目前公共图书馆法人治理仍存在社会理事"缺位""错位"、来源单一、结构与自身发展需求不适应等问题.进一步提出完善激励制度、发挥理事会外部力量、优化理事会结构、坚持因地制宜原则4项措施.
Abstract
The"dual"identity of the social director makes it play a special role in the public library board.In order to further explore the current situation of social directors'participation in the governance of public libraries as legal persons,this paper analyzes the proportion,generation mode and source structure of social directors of public libraries in Sichuan Province through the data of the seventh evaluation of public libraries at or above the county level.The research finds that there are still some problems in the governance of public libraries,such as"absence","dislocation",single source,structure and its own development needs are not adapted.It further puts forward four improvement measures namely,improving the incentive system,giving full play to the external forces of the council,optimizing the council structure,and adhering to the principle of adapting to local conditions.
