Research on the Optimization of the Corporate Governance Structure of Public Libraries from the Supervisory Board Perspective
The legal person governance structure of public libraries assigns the decision-making power,execution power and supervision power to different institutions,which is of great significance for the effective implementation of the autonomy of library legal persons and the realization of library governance.Based on the results of the Internet research of 365 public libraries,this paper starts from the perspective of supervisory boards/supervisors,and divides the corporate governance structure of public libraries into three types:binary-supervisory-absent,binary-supervisory-embedded,and ternary-supervisory board-independent.It also analyzes the checks and balances of power between the supervisory committee/supervisors and the board of councils and management.The article proposes strategies for optimizing the corporate governance structure of public libraries in terms of clarifying the duties of supervisors in the statutes,optimizing the way of identifying supervisors,and supporting supervisors to carry out regular evaluation work,with a view to promoting the scientific and standardized development of the corporate governance structure of public libraries.
