According to some relevant researches,it is believed that Mao Zedong had made the instruction of"sending troops to Shandong"at the Sixth Plenary Session of the 6th Central Committee of CPC.Then the 115th,120th and 129th divisions launched their strategies in Shandong,Central Hebei,Southern Hebei and Hebei-Shandong-Henan respectively.However,Mao Zedong did not give the instruction of"sending troops to Shandong"at the Sixth Plenary Session of the 6th Central Committee of CPC."Sending troops to Shan-dong"was put forward as a strategy of"acting first and reporting afterwards"against Chiang Kai Shek's restric-tion on the development of CPC when criticizing Wang Ming's rightist error of"everything passes through the United Front",rather than as an instruction or decision-making.Actually,the time of sending troops to Shandong was before the Sixth Plenary Session of the 6th Central Committee.After the session,the strategic launch of the main division of the Eighth Route Army,especially the eastward entry into Shandong of the 115 division and its splitting up into Central China to meet with the first division of the New Fourth Army,was the implementation of the strategic policy of"consolidating North China and developing central China"formulated by the Sixth Plenary Session of the 6th Central Committee of CPC.
