摘要
责任政府是推进国家治理体系和治理能力现代化的重要内容.以2001-2021年CNKI数据库收录的1836篇关于责任政府的文献为样本,采用CiteSpace对文献进行计量及可视化分析,研究结果表明:从时间上看,国内责任政府的相关研究文献从2004年开始明显增加,2007年至2009年达到高峰.从内容上看,2001年至2005年的研究热点围绕"依法行政""法律责任""有限政府"等关键词展开;2006年至2011年间的研究集中于"问责制度""异体问责""行政问责"等;2012至2021年的研究重点从"国家治理""公民意识"等角度对责任政府的构建进行了思考.最后,对责任政府的研究进行展望,并提出学界应对责任型政府的研究路径应进一步细化,从而推动责任政府的纵深研究和实践推进.
Abstract
Responsible government is an important element to promote the modernization of national governance system and governance capacity.Taking the 1,836 pieces of literature on responsible government included in CNKI database from 2001 to 2021 as a sample,CiteSpace was used to measure and visualize the literature,and the results of the study show that:from the perspective of time,the relevant research literature on respon-sible government in China has increased significantly since 2004,and reached a peak from 2007 to 2009.In terms of content,from 2001 to 2005,the research hotspots centered on the keywords of"administration ac-cording to law","legal responsibility"and"limited government";from 2006 to 2011,the research focused on the keywords of"administration according to law","legal responsibility"and"limited government";from 2006 to 2011,the research focused on the keywords of"administration according to law"and"limited govern-ment";from 2006 to 2011,the research focused on the keywords of"administration according to law"and"limited government".Between 2006 and 2011,research focused on"accountability system","heterogeneous accountability","administrative accountability",etc.Between 2012 and 2021,research focuses on"national governance","administrative accountability"and"administrative accountability".The research from 2012 to 2021 focuses on the construction of responsible government from the perspectives of"national governance"and"citizenship".Finally,the research on responsible government is outlooked,and it is proposed that the aca-demic community should further refine the research path of responsible government,so as to promote the deep research and practice advancement of responsible government.
