On the Construction of Biosecurity Governance System in Megacities
Biosecurity is crucial to megacity governance,with high risks and complicated influences and focusing on the public health.In this perspective,the uncertainty and complexity should be fully concerned in biosecurity governance.The biosecurity governance in megacity should be guided by the holistic approach to national security,based on the holistic system approach,promoting the improvement of legal institutions with the methodology of ecological holism.As to the legal mechanism,the approach of"prevention in advance-regulation in process-remedy afterwards"should be implemented to perfect the biosecurity governance in megacities.
