摘要
数字政府可以降低政府运行成本,提高政府效率和效果,但是数字政府能否改善社会公平还没有得到充分研究.社会公平对公共管理至关重要,而社会公平在数字时代面临的机遇和挑战并存.数字政府对社会公平的影响具有双面性,既可能会促进社会公平,也可能加剧社会不公平.与此同时,社会公平也会塑造数字政府的发展方向和方式,二者存在双向互动关系.建设更具公平性的数字政府,要强化数字政府的包容性.
Abstract
Digital government is claimed to reduce government cost and improve government efficiency and effectiveness,but its relevance to social equity has not been well elaborated in the literature.Social equity is core to public administration,and the opportunities and challenges of social equity in the digital era are increasing.Digital government as a two-edged sword can simultaneously improve social equity and accelerate social inequity.Also,social equity can shape the directions and functions of digital government,and it is pivotal to explore their two-way interactions.
