Digital Bureaucracy:An Exploration of Original Theoretical Construction of Digital Government
Digital government has recently enjoyed growing interest.Accompanied by calls for deconstructing and reshaping bureaucracy,digitalization has become a new driving force for government to obtain effectiveness.However,bureaucracy still shows strong resilience both in theoretical community and governance practices,and has been put in the tension between technology and structure.Accordingly,breakout and collaboration are increasingly becoming the mainstream view.But both views have cognition limitation,which is highlighted by neglecting the fundamental role of bureaucracy in the construction of the state.In this regard,based on the practice of China's digital government,the original theory of digital government is explored.Which explains the philosophy and application aspects of digital bureaucracy,and points out that digital bureaucracy has a novel operation space,decision-making mode,structural characteristics,motivation mechanism,and value orientation,and is a new concept about bureaucracy in the digital era.
