The"Platformisation"of Grassroots Governance:Operational Logic and Rule of Law Tensions
The governance of grass-roots platforms driven by digital technology is gradually becoming an important joint in the modernization of China's social governance system and social governance capacity.The governance platform of grass-roots society is not only a technical tool,but also a way of thinking and an organizational structure.However,there is a certain tension between the logic of digitalization of grassroots social governance and the rule of law,which is manifested in the tension between the supremacy of efficiency and faimess/justice at the value level,the contradiction between the iteration of technology and the lagging of legislation,and the conflict between technological empowerment and hierarchical system.In this regard,the platform-based governance of grass-roots society needs to maintain a high degree of prudence with regard to technological rationality,explore an appropriately advanced and diversified mode of normative provision,and clarify the legal nature of the platform and its operational mechanism.
