On Actual Jurisdiction Measures in the Process of Opposing"Taiwan Independence"and Promoting Reunification
As an intermediate measure between"exchange"and"containment"measures in the lineage of the policy of opposing"Taiwan independence"and promoting reunification,actual jurisdiction refers to the universal and regular implementation of the complete meaning of the one-China principle interpreted by the central government on Taiwan's residents,places,and affairs under special circumstances before national reunification in the form of legislation,judicial and executive law enforcement and other forms of rule of law,so as to continuously demonstrate the actual effectiveness of China's national sovereignty and the jurisdiction of the central government,and guide the reshaping of the correct political identity of Taiwan compatriots.The actual jurisdiction over Taiwan residents aims to shape a strong narrative Chinese citizenship of free development,equal treatment,consistent rights and responsibilities,democratic participation,for Taiwan residents with whom the central government has three types of jurisdiction connection points,in the form of concretized legislation and follow-up guarantees for judicial and executive law enforcement,and its feasible path includes implementing equal treatment for Taiwan residents in the political field and promoting ideological and political education for Taiwan residents.The actual jurisdiction over the Taiwan Strait area is aimed at legislative,judicial and executive jurisdiction over the waters and airspace over which the Chinese government enjoys sovereignty or jurisdiction in accordance with the law,so as to swear and demonstrate China's sovereignty and jurisdiction over the Taiwan Strait region in the struggle against the"Taiwan independence"separatist forces and external interference forces,so as to achieve a positive shaping of the situation in the Taiwan Strait.Its feasible approach includes delineating baseline of territorial waters in the Taiwan Strait region and implementing regular administrative measures,etc.
