台湾地区再生能源产业发展态势及影响剖析

2016年以来,民进党当局将发展再生能源产业视为推进能源转型与打造经济新动能的关键,已成为台湾地区新兴产业发展的优先方向和着力点.整体看,当期台湾地区再生能源产业发展虽取得一定发展,但受限于岛内政党博弈、产业基础薄弱等因素限制,还未形成核心竞争力.在岛内选举政治下,再生能源产业已逐步沦为民进党获得资金及选票的"永动机",且政党博弈与能源议题"政治化"形成恶性共生反馈机制,导致岛内政党竞争加剧、能源转型失序、社会民意撕裂.
Abstract
Since 2016,the Democratic Progressive Party(DPP)authorities have regarded the development of the renewable energy industry as the key to promoting energy transformation and creating new economic drivers.It has become a priority and focus for the development of emerging industries in Taiwan.Overall,although the renewable energy industry in Taiwan has achieved certain progress during the current period,it has not yet formed core competitiveness due to factors such as political party rivalry and a weak industrial foundation on the island.Under the electoral politics on the island,the renewable energy industry has gradually become a"perpetual motion machine"for the DPP to obtain funds and votes,and party games and the"politicization"of energy issues have formed a vicious symbiotic feedback mechanism,leading to intensified competition among political parties on the island and energy issues.The transformation is out of order and social public opinion is divided.
