面向洪涝灾害应急响应的配电网储能规划

近年来,广东省夏季洪涝灾害频繁,造成配电设施故障、配电线路损坏、配网负荷大量失电,严重影响配电安全效益和经济效益.文章从灾前增强韧性规划和灾后应急恢复两方面出发,研究应对洪涝灾害的配电网储能规划.在灾前,依据"源-网-荷-储"互联结构,构建电池充-换电站(Battery Charging Swapping Station,BCSS)动态储能平台,设计弹性储能规划布局;在灾后,遵循快速响应和最大降损原则,实现灾后负荷动态分配,保障区域可靠供电,从根本上提高极端自然灾害下的配电网应急响应能力水平.
Energy Storage Planning of Distribution Network for Emergency Response to Flood Disaster
In recent years,the frequent floods in summer in Guangdong province have caused the failure of distribution facilities,the damage of distribution lines and a large number of power losses in distribution load,which has seriously affected the safety and economic benefits of distribution.This paper studies the energy storage planning of distribution network in response to flood disaster from two aspects:pre-disaster resilience planning and post-disaster emergency recovery.Before the disaster,according to the interconnection structure of"source-network-charge-storage",the dynamic energy storage platform of Battery Charging Swapping Station(BCSS)was constructed,and the elastic energy storage planning layout was designed.After the disaster,follow the principles of rapid response and maximum loss reduction,realize dynamic distribution of post-disaster load,ensure reliable power supply in the region,and fundamentally improve the emergency response capability of distribution network under extreme natural disasters.
