2023年中国联通城市安全态势及企业安全运行评价体系研究

近年来随着城市规模日益扩大,风险事故频发,为提升城市安全综合风险管控能力,建设应急管理协同处置机制,在全国主要城市中,使用数字化手段构建城市安全运行"一张图"已迫在眉睫.基于A市G区动静态城市数据,提出了一种普适性构筑区域安全运行评价的方法,相对科学地反映了地图不同区域的不同风险态势.评价方法以公共安全科技三角形理论为框架,使用熵权法赋权,并最终通过模糊综合评价法对研究区域的危害性,载体的脆弱性以及面对事故发生的应急能力三个方面进行分级评价,其结果已运用于当地在建政务系统中的城市安全"一张图"展示大屏.

In recent years,with the increasing scale of cities and the frequent occurrence of risky accidents,in order to improve control capabilities of urban risks and build an emergency management collaborative response mechanism,for every major city it is ur-gent to use digital means to build a digital map of the urban security status.Based on the dynamic and static urban data of District G of City A,a universal method for constructing regional security status evaluation is proposed in this article,which relatively scientifically reflects the different risk situations of different areas in the digital map.The evaluation method is based on the triangle theory of public safety science,the entropy weight method is used to weight,and the fuzzy evaluation method is used to grade the hazard,the vulnerabili-ty of carriers,and the emergency response capability in the face of accidents of every region in the study region.The study results have been applied to the digital map of urban security status in the local e-government system under construction.
