电信企业信息化项目分级评估方法研究

摘要
近年来,电信企业承建的信息化项目数量激增,达到规模体量,对企业的项目管理能力提出较高要求.在资源有限的前提下,如何做好项目分级,合理匹配项目资源,保障信息化项目个性化的交付需求成了电信企业的关注重点.通过对项目分级评估方法文献的研究,结合电信企业承建的信息化项目特点分析,围绕项目的重要程度、实施难度、管理难度、资源需求、外部支持五个维度构建了信息化项目的分级评估模型,并通过Y公司的项目分级实例验证该方法的可操作性,为电信企业信息化项目分级管理提供参考依据.
Abstract
In recent years,the number of informationization projects undertaken by telecommunication enterprises has increased dramatically and reached a large scale,which puts forward high requirements on the project management capability of the enterprises.Under the premise of limited resources,how to do a good job of project classification,reasonable matching of project resources,to en-sure the personalized delivery of information technology projects has become the focus of telecommunication enterprises.By studying the literature on project grading assessment methods and analyzing the characteristics of information technology projects undertaken by telecommunication enterprises,we constructed a grading assessment model for information technology projects based on five dimen-sions:the importance of the project,the implementation difficulty,the management difficulty,the resource demand,and the external support,and verified the operability of the method through the project grading example of Company Y,so as to provide a reference for the telecommunication enterprise's information technology project grading management.
