Spiritual Common Prosperity from the Perspective of Holistic Governance:Index Construction and Practice Approach
Common prosperity is an essential requirement of socialism,aiming at dual prosperity of mate-rial and spiritual life of all people.In the process of constructing Chinese-style modernization,there is an urgent need to scientifically and feasibly propose an evaluation index system and assessment methods for spiritual common prosperity from the perspective of holistic governance that are in line with the national conditions.This article explored theoretical connotation of spiritual common prosperity,elucidated its sys-temic,long-term,and phased characteristics,and with theoretical support of relevant policies and the Party's 20th Congress report,established the evaluation index system for spiritual common prosperity,comprising 4 primary indicators and 12 secondary indicators.Four measures were proposed to deal with the problems in spiritual common prosperity:to consolidate material foundations and to strengthen basis,to emphasize supply and to reinforce public cultural services,to foster consensus and to cultivate subjec-tive power of individuals,and to guide values and to promote core socialist values.
