Exploring the Operation of the Case Quality Evaluation System of"Case Ratio"in Procuratorial Organs
Under the background of supporting reforms of judicial responsibility system and procuratorial system reform,the role of case quality evaluation system in supervising and standardizing the operation of procuratorial power has become increasingly prominent.In order to avoid the shortcomings of previous case quality evaluation systems,the procuratorial organs have innovatively proposed the case-ratio-cen-tered case quality evaluation system.Compared with previous case quality evaluation systems,the"case ratio"evaluation system has made pioneering breakthroughs in guiding refined management of procuratori-al work,balancing fairness and efficiency,and highlighting procedural justice,which has a positive guid-ing effect on the standardization of procuratorial work and the modernization of procuratorial management.With knowledge of practical dilemma faced by the"case ratio"system,in order to prevent the system from going off the right track in practice,it is proposed to take such circumstance-specific measures as clarifying differences among"case ratio"indicators,improving relevant legal provisions concerning pro-cedure reversal,improving the level of procuratorial operations,standardizing procuratorial guiding inves-tigation,and bringing the advantages of the integration of arrest and prosecution and the plea leniency system into play,so as to help optimize the quality and effectiveness of criminal cases.
