The arsenal managed by the Northwest Industrial Company is one of the few large arsenals in China during the Republic of China.It was occupied by the Japanese army during the Anti-Japanese War with a large amount of its machinery and equipment plundered,resulting in its loss of production capaci-ty.Starting with the policy of talent training and technology reward in the process of resuming work after the victory of the Anti-Japanese War,this paper depicted the organizational management system and the strategy of employing talents in this period,and expounded the reasons why the enterprise successfully re-sumed production in the difficult period and achievements made.
