Reflection and Reconstruction of Enterprise Environmental Credit Evaluation Index System of China——From the Perspective of"One-Vote Veto"System
The report of the 20th National Congress of the Party explicitly emphasizes the necessity of en-hancing the social credit system.Environmental credit is a crucial element of the social credit system.The enterprise environmental credit evaluation system,with flexible management coupled with joint credit reward and punishment measures,continuously stimulates enterprises to enhance their environmental practices so as to achieve a green and low-carbon transition through leveraging the public governance function of soft law,the collaborative function of multiple stakeholders,and the regulatory function of reputation mechanism,enterprises are incentivized to.Through examining enterprise environmental credit evaluations in practice in various regions,it has been found that problems exist in the"one-vote veto"in the index system,such as contradictions between the system and environmental governance objectives,significant sanctions tendency,and rough indicator setting.Therefore,it is urgent to address these prob-lems through reshaping the value orientation of the"one-vote veto"system,narrowing its application scope,and enhancing repair mechanisms for enterprise environmental credit.
