A Study of Co-Production of Public Sports Services in Urban Communities Enabled by Digital Intelli-gence Technology
In the new wave of technological revolution,empowering urban community public sports services with intelligent technolo-gy has become the meaning and concrete reflection of constructing an interactive relationship between"strong country and strong so-ciety".It is of great significance for accelerating the modernization process of grassroots sports governance and building a higher-level public fitness service system for the whole nation.This paper systematically analyzes the logical mechanism,process difficulties,and mitigation strategies of empowering urban community public sports services with digital intelligence technology based on the theory of Co-production.The study suggests that the logical mechanism of empowering community public sports services with digital intelli-gence technology is reflected in the four link framework of"joint planning,joint design,joint provision,and joint evaluation",which includes shaping digital trust relationships and generating data decision-making methods,constructing interfaces for equal participa-tion of subjects and designing digital negotiation spaces,implementing integrated public resource management and interactive service projects,optimizing platform evaluation processes,and responding intelligently to evaluation results.However,in the practical process,it is constrained by the lack of consensus on the concept of"digital intelligence technology empowerment"and the cognitive bias of"technology application suspension",the high transactio costs of organizational restructuring,the organizational dilemma of imbalanced distribution of rights and interests among subjects,and the guarantee dilemma of insufficient standardization of technolo-gy application and incomplete evaluation,supervision,and supportive systems.Furthermore,three mitigation strategies are pro-posed:Bridging the opportunity gap in achieving consensus on"empowering with digital technology"and cultivating a humanistic un-derstanding of service production behavior;"smart contracts"reshape the organizational structure of joint production,and"algorith-mic power"clarifies the boundaries of subject rights and responsibilities;enhance the depth and standardization of the application of digital intelligence technology,and improve the normative and supportive institutional system.
