近年来,鉴于实力的相对下降,美国企图通过炮制"威权"与"民主"话语,召开"民主峰会",增强意识形态在美国对外关系中的作用.美国国际法研究中出现的从自由主义国际法向威权主义国际法的发展体现与呼应了美国对外关系中意识形态的变迁.剖析自由主义国际法与威权主义国际法的前提性认识与论证过程存在的缺陷,揭示这些学说的政治实质,有助于批判、认识美国对外关系中的意识形态特征与实质.
Abstract
In recent years,in view of the relative decline of hard power,the United States has attempted to enhance the role of ideology in U.S.foreign relations by concocting the discourse of"Authoritarianism"and"Democracy"and convening a so-called"Democracy Summit".The development from liberal interna-tional law to authoritarian international law has emerged in the study of Ameri-can international law,reflecting and echoing the ideological changes in U.S.for-eign relations.Analyzing the defects in the premise and in the process of argu-mentation from liberal international law to authoritarian international law,as well as revealing their political essence,will help to criticize and understand the ideo-logical characteristics and essence of US foreign relations.
