Research on the Dynamic Mechanism of Talent Revitalization in Ethnic Areas from the Perspective of Rural Revitalization——Based on the Perspective of Emotional Governance
The foundation of rural revitalization lies in ethnic areas,and the core and key of revitalization lies in talents.There is a two-way interactive relationship between the rural revitalization strategy and the talent revi-talization,and the benign development of the two promotes the realization of common prosperity in rural areas.This paper focuses on coordinating the main body of rural governance and enhance the driving force of rural revitalization and governance;Stimulating farmers'enthusiasm for participation and mobilizing the endogenous motivation of rural revitalization talents;Deepening the supply-side reform of talents and forming a demand driving force for rural re-vitalization;Improving rural public services and releasing environmental power,all of which constitute the driving factors for the revitalization of talents in ethnic areas.Looking to the future,to fully implement the rural revitaliza-tion strategy,we must use the means of emotional governance and transform from"affectionate"to"understanding"governance through the concept of"core";Focusing on the"center",building a talent management mechanism with local complex;Broadening"channels"and promoting the linkage mechanism of"hard governance"and"soft governance";Providing"guarantees",smoothing the emotional exchange mechanism between grassroots cadres and masses,constituting a driving mechanism for the revitalization of talents in ethnic areas,and ensuring that all rural personnel are physically and mentally in the"rural"field,so as to ensure the comprehensive revitalization of rural areas.
