The Internal Logic and Driving Factors of the Reform of the Examination and Enrollment Sys-tem of Colleges and Universities at Vocational Education in UK——From the Perspective of Historical Institutionalism
The vocational education college entrance examination system is the key system for China's vocational education to smoothly move towards the stage of high quality development.From the perspective of historical institutionalism,the formation and reform of the British vocational education college entrance examination system in the past 30 years has been studied,and it has experienced the initial stage based on expanding education par-ticipation,the transformation stage based on improving the vocational education standards,and the new development stage based on meeting the needs of industrial strategy.This de-velopment process not only reflects the path dependence of the system change on the aca-demic qualification examination,but also reflects the process of gradual transformation,and finally gets rid of the dependence on the academic qualification examination and forms an independent technical qualification examination enrollment system.The investigation of driving factors shows that economic interests and cultural identity are the main structural driving forces;the self-learning and reinforcement of the system is the endogenous power;the interest game among government,employers and universities is the action driving force to promote the policy evolution.
