Six Main Orientations of Policy for Building a Powerful Country in Education in Germany
Analyzing Germany's education policies in recent years from the perspec-tive of building a powerful country in education,six basic orientations can be identified:quality,which refers to comprehensively improving the quality of education at all levels and in all types of education;equity,balance and coordination,which refers to the balanced allo-cation of educational resources between regions,urban and rural areas,schools and social groups,in order to promote equity in education,and ennsuring the coordinated development of all levels and types of education as well as the harmonization of educational development with socio-economic development;internationalization,which referes to enhancing the in-ternational attractiveness of German education through internationalization of research,higher education,vocational education,and promoting transnational education and interna-tional mobility;good governance,which means improving the mode of educational gover-nance and building a multiparticipative,scientific and standardized mechanism for the for-mulation,implementation and evaluation of education policies.These six policy orientations form an interrelated whole and represent the German policy model for building a powerful country in education,which is characterized by the emphasis on institutionalization,cooper-ativity,scientificity and adaptability.
