Background,Initiatives and Challenges of the Current Marketisation Reform of Vocational Education in the UK
The relative backwardness of vocational education in the 1960s and 1970s provided sufficient justification for the marketisation of vocational education,and the mar-ketisation reforms initiated by the Thatcher government have been inherited and developed by successive governments since then.The current marketisation of vocational education in the UK is based on the values of market orientation and the institutional guarantee provided by the central government.Currently,the management structure of vocational education in the UK is employer-driven,the quality standards of vocational education and training are employer-driven,employer investment is crucial to the survival of vocational education in-stitutions,competition among various types of vocational education institutions in terms of student intake and funding ensures the vitality of vocational education,and the accountabili-ty mechanism that combines government supervision and market instruments guarantees the quality of the marketisation.The challenges brought by market-oriented reforms in the UK far outweigh the results.The biggest challenges include unstable development caused by frequent changes in funding policies,administrative burden brought by complex funding systems,poor performance of employers,and difficulty in improving the overall level of vo-cational education.The main reasons for its challenges are the strong control of the UK cen-tral government,distorted market signals,and inadequate market-oriented management methods.The market-oriented reform of vocational education in China should balance gov-ernment and market forces while selecting the correct market signals and adopting various management methods.
