Against the backdrop of the escalating local crises,the power gap of univer-sities,and the ineffectiveness of the previous strategies,the Yoon Suk Yeol administration of South Korea has launched a new round of local university strategy centered on"RISE"and"Local Global University"in early 2023,which aims to recognize local universities as a critical focus for solving Korea's social problems and leading the innovative development of the region and the nation.Compared with the previous local university strategies,the new strategy advocates a strategic shift to strengthen the regional core status of local universi-ties,to focus on fostering high-level local universities,to promote the decentralization of higher education,and to stimulate the potential of local independent innovation,and also ac-tively promotes four initiatives:deploying the strategic selection program and selecting pilot projects with superiority in batches;building a system for implementing the strategy based on the foundation of local self-governance;simplifying the selection and evaluation proce-dures to reduce the operating costs of universities;and initiating a shift in the role of the government to provide comprehensive strategic support.
