韩国卓越研究型大学培育计划遴选评价指标体系及其实施方式研究

摘要
为了培育和建设世界一流大学提升高等教育国际竞争力,韩国政府先后推出并实施了包括BK21在内的一系列政策举措.2020年推出并实施的"卓越研究型大学培育计划"(BK21 FOUR),其遴选评价体系呈现出"注重遴选评价的客观公正性和科学透明性,注重各区域高校均衡发展"、"强调定量定性评价相结合以及差别化和多样化评价"、"注重学术新生代人才培养和资助"、"强调研究成果的质量评价,实施竞争性遴选评价"等典型特征.
Abstract
In order to enhance the world competitiveness of South Korea's higher edu-cation,the South Korean government has launched a series of policies and measures to culti-vate and build world-class universities,including the"Brain Korea 21st Century Project"(BK21).And then South Korean government launched"Fostering Outstanding Universities for Research"(BK21 FOUR)in 2020.The"BK21 FOUR"presents typical characteristics such as"emphasizing the objective fairness and scientific transparency of selection and evaluation,emphasizing the balanced development of universities in various regions","em-phasizing the combination of quantitative and qualitative evaluation,as well as differentiat-ed and diversified evaluation","emphasizing the cultivation and funding of academic new generation talents","emphasizing the quality evaluation of research results,and implement-ing competitive selection and evaluation".
