全美家长教师协会引领家校社协同育人的功能研究

全美家长教师协会是引领美国家校社协同育人的重要组织.在百余年的发展历程中,该协会逐步建立了国家—州—地方三级组织结构,组织内部治理制度化,利用战略规划突出组织工作的目的性、行动重点和行动策略,并持续优化组织人力资源.该协会向政府提供决策服务,为家长、教师和社区提供专业指导与教育培训,拓宽学术交流及学校筹资渠道,并直接开展家校社合作系列活动,为美国家校社协同促进学生发展作出了重要贡献,同时也体现了该协会强烈的品牌营造和维护意识、强烈的专业服务意识以及强大的专业服务能力.我国家校社协同育人组织建设,应构建全国性强力组织网络,加强在顶层设计中的话语权,紧密围绕学生发展,树立专业权威和品牌影响力.
A Study on the Functions of the National Parent Teacher Association in the United States in Lead-ing Family-School-Community Collaborative Education
The Parent Teacher Association(PTA)in the United States is a pivotal or-ganization leading the collaboration between families,schools,and communities.In the his-tory for more than one hundred years,it has been progressively established the national-state-local organizational structure,institutionalized internal governance,emphasized the purpose,key actions,and strategies with strategic plans and optimized its human resources.The PTA offers decision-making services to the government,provides parents,teachers,and communities with professional guidance and educational training,broadens channels for academic exchange and school fundraising and directly organizes a series of activities for family-school-community cooperation.These efforts not only significantly contribute to the collaborative promotion of student development,but also demonstrate its strong commit-ment to brand building and maintenance as well as great awareness and capabilities of pro-fessional service.To build the organization for family-school-community collaboration in China,it is essential to establish a powerful nationwide organizational network,enhance the discourse power in top-level design,closely focus on student development,and develop pro-fessional authority and brand influence.
