Pathways and Prospects for Digital Transformation of Higher Education Teaching and Learning in Ireland from the Holistic Gover-nance Perspective
Currently,countries around the world are increasingly concerned about the digital transformation in higher education teaching and learning,but they also face a series of problems such as inadequate institutional guarantees,insufficient reform implementa-tion,and incomplete situation understanding.In recent years,there has been a gradual trend towards holistic governance in this area in Ireland,effectively responding to the above challenges.Holistic governance seeks to address the problems of the New Public Manage-ment movement,such as sector fragmentation,decentralized responsibilities,and insuffi-cient coordination,through dialogue,sharing and integration.By strengthening governance objectives and introducing coordinated policies and regulations;optimizing governance pro-cesses and establishing integrated platforms;and tracking governance outcomes and relying on diversified quality assurance approaches,Ireland has strongly promoted the integration of teaching and learning and technology,thereby maintaining its global leadership in the field of information.Meanwhile,in the future,the digital transformation of higher education teaching and learning in Ireland requires continued efforts to deepen the direction of gover-nance fields,expand the breadth of governance organizations,and increase the intensity of governance actions.
