A Comparative Study of the Institutional Elements of Reporting Systems for Large-Scaled Educational Quality Monitoring Projects
Strengthening the institutionalization of education quality monitoring reports is important to promote the high-quality of the reports.At present,China's education quality monitoring report has some problems such as poor quality,poor export and blocked application due to the lack of institutional guidance and norms.Based on the theory of institutional elements,a framework for analyzing the elements of the reporting system,which consists of four elements:regulative,normative,cultural-cognitive,and implementation-feedback,is developed.Comparative analysis of the components of reporting systems of large-scaled education quality monitoring projects at home and abroad based on this framework reveals following features as focusing on the formulation of policies or standards to regulate all aspects of report,vigorously expanding the types of reports and organizing the report content according to these different types,guiding the target group's understanding and recognition of monitoring report,and attaching importance to the application of monitoring data and results reports and the dissemination of their influence.To improve the institutionalization of China's education quality monitoring report,and improve the report quality and the application of results,it is necessary to strengthen the policy planning,design and supply of monitoring reports,gradually build a quality assurance system covering the whole process of report development,enrich the types of reports and continuously optimize their audience and constantly explore and innovate various application ways and mechanisms of monitoring data and results reporting combined with the needs of educational practice.
