Cooperation Between Japanese Government and Private Supplementary Tutoring Institutions:Approaches,Effects and Reflections
Since the 21st century,in order to promote education reform and revitalize regional development,the cooperation between local governments and private supplementary tutoring institutions in Japan has become increasingly deep,diversified and effective.Based on analysis of three typical cases in Japan,it revealed that the cooperation between the government and private supplementary tutoring institutions has improved the quality of after-school education services,promoted the professional development of school teachers,given birth to a new public education model,and deepened the collaboration among family,school and community."Harmony with differences,seeking common ground while shelving differences"is the philosophy for the Japanese government to seek cooperation with private supplementary tutoring institutions.In the process of cooperation,the Japanese government pays particular attention to properly handling the relationship among the government and private supplementary tutoring institutions,the government and schools,school teachers and institutional lecturers and other stakeholders.Such cooperation also promotes sustainability of the Japanese private supplementary tutoring industry,and further contributes to the development of Japanese education and even Japanese society.
