What is Good After-school Service:A Study on the Quality Standards of After-school Services for Full-time Primary Schools in Germany
Currently,after-school services in primary and secondary schools in China have entered a transitional stage from exploratory practice to expanding and improving quality.The core question that needs to be answered at this stage is"What is good after-school service",which is the quality evaluation of after-school services.This is also the core issue that stakeholders in after-school services in primary and secondary schools need to face.After more than a hundred years of development,after-school services in Germany have formed a comprehensive after-school service model and a scientific operating mechanism.Starting from 2026,Germany will gradually introduce the legal right of full-time after-school services for primary school students,with full-time primary schools being the main providers.In order to ensure the quality,Germany has formulated quality standards for after-school services for full-time primary schools at the federal and state levels,to guide various federal states in carrying out after-school service quality improvement plans.The quality standards exhibit several typical characteristics:highlighting the scientific and comprehensive nature of the process to formulate after-school service quality standards;Highlighting the quality standards of after-school services to maintain educational equity;Highlighting the quality standards of after-school services to balance family and career;Emphasize the importance of after-school service quality standards on the individuality and comprehensive development of students.There are three suggestions for China.Firstly,improve institutional norms and do a good job in the formulation and implementation of after-school service quality standards at the national and local levels.Secondly,we should firmly establish the concept of educating students and take the student-centered education concept as the basic principle for constructing quality standards for after-school services.Finally,strengthen internal and external cooperation and make the unity of school education and social education an important measure to ensure the quality of after-school services.
