Promoting the Implementation of Strategic Objectives:Experiences and Insights from Australia's National Education Monitoring and Evaluation
The National Education Monitoring and Evaluation(NEMA)which addresses the country's medium-and long-term education policy declarations,has been proved an effective approach in advancing education reform and development in Australia.Specifically,these include:(1)ensuring the"legitimacy"of monitoring and evaluation through laws and policies;(2)designing a system of monitoring indicators that corresponds to policy declarations;(3)building a multi-source heterogeneous data base based on the needs of monitoring and evaluation;(4)taking into account the current status and development trend in a holistic perspective that"integrates the whole and the parts";and(5)strengthening the utility of monitoring and evaluation results for administrative decision-making and public oversight.Australia's experience provides the following insights for China's national education monitoring and assessment efforts.Firstly,the Government should authorize specialized agencies to carry out national education monitoring and evaluation.Secondly,the dimensions of monitoring and evaluation should include vertical historical development achievements and horizontal international comparative analyses.Thirdly,the effectiveness of monitoring and evaluation results in serving government decision-making and guiding public opinion should be strengthened.Fourthly,a new generation of information technologies,such as artificial intelligence,should be promoted to integrate deeply with education monitoring and evaluation.
