This paper makes a fine-grained analysis of Chinas scientific data opening policy, and discusses the impact and mechanism of Chinas core policy of scientific data opening, so as to provide reference for formulating policies to promote efficient data sharing in the digital economy environment. Using the top-down method, build the knowledge graph pattern layer, identify and extract the policy entities, attributes and relationships, build the data layer, and store it in the Neo4j graph database; Realize the semantic level of association query and visualization, and conduct multi-dimensional analysis of policy text from different fine-grained. Identify the core policy through the knowledge graph, conduct multi-dimensional analysis of the policy text in combination with the policy tools, and explore the impact of the core policy of scientific data opening on the existing policy system. It is found that the core policy of scientific data opening can have an impact on its related policies, as well as the overall policy objectives and the use of policy tools in the process of policy evolution.
