Overall Construction of China's Emergency Management System in the New Era
The Central Committee of the Communist Party of China with Comrade Xi Jinping at its core has attached great importance to the construction of emergency management system(EMS),and has put the maintenance of people's safety and health and national security through all aspects of CPC's governance since the new era.The construction of China's EMS in the new era is facing both opportunities and challenges,as well as achievements and shortcomings.Specifically,it not only coincides with new opportunities for professionalization,informationization,and legalization of EMS,but also faces new challenges such as normalization of natural disasters,complexity of social risks,and diversification of technological risks.While a strong social mobilization system,a super strong social organization system,an efficient resource allocation system,and a comprehensive risk resolution system have been established,there are still shortcomings such as rigid emergency management awareness,fragmented emergency management methods,and administrative emergency management work.Therefore,in the new era and on the new journey,we should consolidate the foundation,strengthen the weak points,and promote Chinese path to modernization with the modernization of EMS with Chinese characteristics and emergency response capacity,so as to build a solid safety barrier for the construction of a strong country and national rejuvenation.
