"一带一路"背景下海外铁路工程项目投资风险传导仿真

"一带一路"倡议迈入新阶段,中国铁路行业迎来了新的发展机遇,同时也面临着更严峻的挑战.为控制海外铁路工程项目投资风险,围绕投资风险传导路径建立系统动力学仿真模型.采用文献调研法和专家问卷调查法梳理了海外铁路工程项目投资风险清单,借助层次分析法和DEMATEL进行了模型参数估计,最终确定了系统动力学方程.在系统动力学模型的基础上,结合塞尔维亚铁路项目案例进行仿真,分析不同风险因素传递的特征和影响,并提出针对性风险控制对策.研究结果以期为"一带一路"铁路项目投资提供风险应对策略和管理决策参考,以提高项目投资效率.
Investment Risk Transmission Simulation of Overseas Railway Projects under the Background of the Belt and Road
The Belt and Road initiative has entered a new stage,and the railway industry in China is facing new development opportunities as well as more severe challenges.To control the investment risk of overseas railway projects,a system dynamics simulation model is established around the transmission path of investment risk.Firstly,the overseas railway projects are preliminarily identified by literature research and expert questionnaire survey to obtain the risk list.With the help of AHP and DEMATEL,the model parameters are estimated and the system dynamics equation is determined.Combined with the case of the Serbian railway project,this paper makes a simulation analysis,analyzes the characteristics and effects of different risk factors transmission,and puts forward targeted risk control countermeasures.The research results are expected to provide risk-coping strategies and management decision-making reference for the investment of the Belt and Road railway project and improve the investment efficiency of the project.
