Empirical Analysis of Influencing Factors of the Opening Level of Digital Trade Rules:Based on fsQCA Method
With the rapid growth of global digital trade,establishing digital trade rules becomes a hot focal issue in global governance.However,there exists noticeable divergence and fragmentation in the digital trade rules imposed by different countries.By utilizing the TAPED database to determine the level of openness in digital trade rules across various countries,this paper employs the fsQCA method to analyze the configuration of factors that influence these rules.The findings indicate that the ability to maintain digital sovereignty is a fundamental prerequisite for a country's digital trade rules.Furthermore,the quantity and quality of data elements serve as necessary conditions to achieve a high level of openness in digital trade rules.A country's openness in the field of digital trade rules is further bolstered by the competitiveness of its digital industry in engaging in trade.Although China demonstrates robust competitiveness in terms of the number and quality of data elements,as well as the digital industry's involvement in trade,improvements are needed in its ability to maintain digital sovereignty.Consequently,China adopts a cautious approach towards the opening level of digital trade rules.In the future,efforts should focus on cultivating data elements,advancing digital technology,and establishing a guarantee system for digital sovereignty.These initiatives will enhance China's influence in the digital economy and trade domain.
