摘要

在应急管理工作中,应急值守人员扮演着突发事件处置的首要角色,其素质水平直接影响应急管理工作的成败.基于应急值守人员素质相关研究较为欠缺的情况,构建应急值守人员素质指标体系.通过资料分析、访谈法以及扎根理论分析方法,确定胜任特征条目,运用问卷调查和因子分析方法确定等级划分及指标权重.最后,结合案例进行实例分析.结果表明:所建立指标体系有助于政府部门更好地招聘、任命具备一定素质的应急值守人员,并科学培训应急值守人员,从而提高应急管理水平.

Abstract

In the emergency management work,the emergency duty personnel play the primary role in the disposal of emer-gencies,and their quality level directly affects the success of the emergency management work.Against this backdrop,given the lack of research on the qualities of emergency duty personnel,this study constructed a comprehensive indicator system for their e-valuation.Competent characteristics have been identified through data analysis,interviews,and grounded theory analysis.Fur-thermore,survey methodology and factor analysis have been employed to determine grading criteria and indicator weights.Final-ly,through case studies,it has been observed that this indicator system facilitates the recruitment and appointment of emergency duty personnel with the required qualifications,allowing for scientific training and ultimately enhancing emergency management.
