中科院院属研究单位科技成果转化成效评价探析

为探究中国科学院院属研究单位的科技成果转化成效,构建了中国科学院院属研究单位科技成果转化成效评价指标体系,建立评价模型对指标数据进行无量纲化处理,加权计算得到科技成果转化成效得分.结果表明:中国科学院院属研究单位科技成果转化成效个体差异较大;从学科领域来看,涉理工和涉农的科技成果转化成效较好;按省域统计的科技成果转化成效的平均水平与地区生产总值不具备显著相关关系,转化成效较好的院属研究单位集中在北京、上海和粤港澳大湾区3 个国际科创中心.研究方法可为高校或科研院所的科技成果转化成效评价工作提供借鉴,研究结论可为相关政策的制定与实施提供决策参考.
Analysis on the Effectiveness Evaluation of Scientific and Technological Achievements Transformation of the Research Institutions Affiliated to the Chinese Academy of Sciences
To study the transformation effect of science and technology achievements of research institutions affiliated to the Chinese Academy of Sciences,a research index system for the effectiveness evaluation of scientific and technological achieve-ments transformation of research institutions affiliated to the Chinese Academy of Sciences was constructed.An evaluation model was established to dimensionlessly process the index data,and the score of the transformation effect of scientific and technological achievements was obtained by weighted calculation.The results show that the transformation effectiveness of scientific and techno-logical achievements of the research institutes affiliated the Chinese Academy of Sciences vary greatly from individual to individu-al,and different discipline fields show common characteristics,the transformation effect of scientific and technological achieve-ments related to science and technology and agriculture is better.It is also discovered that there is no significant correlation be-tween the average level of transformation and gross regional product by provincial-level region.The institutions with remarkable achievements transformation are concentrated in the three international science and technology innovation centers of Beijing,Shanghai and Guangdong-Hong Kong-Macao Greater Bay Area.The research method can provide reference for the evaluation of the transformation effect of scientific and technological achievements in universities or research institutes,and the research con-clusions can provide decision-making reference for the formulation and implementation of relevant policies.
